Britain's administration is testing out a new stance on Brexit, but this isn't equivalent to a change in direction. The adjustment is mostly in tone.
Previously, Keir Starmer and Rachel Reeves portrayed Britain's detachment from Europe as a permanent feature of the political landscape, difficult to manage perhaps, but ultimately unavoidable. Now, they are willing to acknowledge it as a serious problem.
Addressing attendees at a regional investment conference recently, the chancellor listed Brexit together with the COVID-19 and spending cuts as causes of persistent economic lethargy. She reiterated this perspective during an IMF gathering in the US capital, noting that the national efficiency issue has been compounded by the way in which the Britain departed from the EU.
This was a precisely formulated statement, attributing harm not to Brexit itself but to its execution; faulting the politicians who negotiated it, not the voters who endorsed it. This distinction will be crucial when the financial plan is presented next month. The aim is to attribute some fiscal difficulties to the deal negotiated by Boris Johnson without seeming to disrespect the hopes of leave voters.
For those who value evidence, the financial debate is mostly resolved. An independent fiscal watchdog estimates that the UK's sustained output is 4% lower than it would have been with ongoing European partnership.
Beyond the costs of trade friction, there has been a ongoing drop in business investment due to political instability and regulatory ambiguity. Additionally the opportunity cost of government energy being diverted toward a objective for which little planning had been made, since supporters had seriously considered the practical implications of achieving it.
With evidence being clear, authorities struggle to stay impartial. The central bank chief told last week's IMF meeting that he holds no position on Brexit before adding that its effect on expansion will be adverse for the coming years.

Ideological gaps between the two parties are small, but voters notice personal rivalry more than shared beliefs. Those attracted to Nigel Farage due to lost faith in the system—especially on border policy—do not view the two parties as aligned groups. The Conservatives has a history of allowing immigration, while Reform does not—a difference their leader will repeatedly emphasize.
Farage is less eager to discuss Brexit, in part since it is a legacy shared with Conservatives and also because there are few benefits to showcase. When pressed, he may contend that the vision was sabotaged by flawed implementation, but even that explanation admits failure. Easier to redirect conversation.
This clarifies why the government feels increasingly assured bringing it up. The prime minister's recent party conference speech marked a significant shift. Previously, he had discussed UK-EU relations in bureaucratic language, focusing on a partnership renewal that addressed non-controversial trade barriers like customs checks while avoiding the sensitive topics at the heart of the Brexit aftermath.

He mentioned "Brexit lies on the side of that bus"—referring to leave campaign pledges about NHS funding—in the context of "snake oil" promoted by politicians whose simplistic answers exacerbate the country's challenges.
Leaving Europe was compared to the pandemic as difficult experiences faced by the public in recent years. Comparing Brexit to a disease signals a hardening of rhetoric, even if the economic measures currently under discussion in EU headquarters remain the same.
The aim is to connect the Reform leader to a well-known example of political mis-selling, implying he cannot be trusted; that he exploits discontent and sows division but cannot manage effectively.
The removal of local representatives from the party's administrative wing reinforces that message. Recorded videos of a video conference revealed internal squabbling and blame-shifting, demonstrating the difficulties amateurs face when providing community resources on limited budgets—far tougher than distributing leaflets about reducing inefficiency or managing borders.
This line of attack is productive for Labour, but it depends on the administration's own performance being sufficiently strong that choosing the challengers seems a dangerous experiment. Moreover, this is a message for a later election that may not occur until the end of the decade. If Starmer and Reeves wish to be seen as antidotes to Faragism, they must show in the interim with a positively defined agenda of their own.
There are limits to what can be achieved with a rhetorical shift, and time is short. It would be simpler to argue now that EU exit is harmful and Farage a fraud if they had said so earlier. What additional choices might they have? Should they receive credit for acknowledging it today when other excuses have failed? Yes. But the issue with reaching the obvious conclusion via the longest path is that observers wonder the delay. Beginning with honesty is faster.
